The dew point is the temperature to which air must be cooled (at constant pressure) for it to become saturated — i.e. for the relative humidity to reach 100%.
Why it matters for fog: when the ambient temperature drops to within about 2°C of the dew point and the air is still, the water vapour condenses out as tiny droplets near the surface — that's radiation fog. A spread of less than 1°C in a METAR is a strong fog warning.
Tip: in a METAR, “14/13” means temp 14°C, dew point 13°C — spread of 1°C, fog is likely.
